This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The request for quote (RFQ) number is N0018925Q0121. The Government intends to solicit a Firm Fixed Price contract as a 100% small business set-aside, under the authority of FAR 13.003(b)(1). The NAICS code is 711130 and the Small Business Standard is $15 (million). The proposed contract action is to provide Joint Expeditionary Base (JEB) Little Creek Command Religious Program (CRP), Catholic musician support services for religious programs at the Joint Base Little Creek Chapel in accordance with the attached Performance Work Statement (PWS). A detailed description of the requirement is provided in the attached PWS. The required period of performance is stated within the PWS. Delivery is FOB Destination. Place of Performance: Joint Expeditionary Base Little Creek Chapel, Virginia Beach, VA 23459 or within 50 miles as assigned by JEB Little Creek –Fort Story Command Chaplain. Method of Payment: Wide Area Work Flow. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03 and DFARS Publication Notice 1/17/2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Specific evaluation criteria included in paragraph (a) of the provision is as follows: The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low-price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. Quoters are requested to include a completed copy of the provision at 52.212-3 (ALT 1), Offeror Representations and Certifications-Commercial Items, with the quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
