This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with additional information included in this notice. The solicitation number is N0018925Q0381 and is issued as a Request for Quote (RFQ). This notice of intent is not a request for competitive proposals. No solicitation or RFQ will be forthcoming. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 561499 with a small business size standards of $21.5 million. The Product Service Code is R699. The anticipated award date is no later than 07 July 2025. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, on a sole source basis, a contract to Benefactors’ Counsel, LLC for Contractor Support for the capacity building for Navy Museums. Per the attached Redacted Sole Sourced Justification for use of Other Than Full and Open Competition. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination. The proposed acquisition is to procure services for contractor support to expand and further develop previously contracted assessment, engagement planning, campaign feasibility, and methodology studies. The period of performance is from 07 July 2025 through 31 October 2025. FAR and DFARS provision and clauses applicable to this procurement are included as an attachment.
