The proposed acquisition is for the Commander, Navy Recruiting Command (CNRC). This action will result in the placement of a sole source AbilityOne approved commercial single award Firm Fixed Price Indefinite Delivery Indefinite Quantity FFP IDIQ type contract with a non-profit organization Industries for the Blind and Visually Impaired Inc The proposed contract action is for commercial supplies, which require Promotional Items that the Government intends to solicit and negotiate with Industries for the Blind and Visually Impaired Inc under the sole source authority of FAR Part 15 The sole source nature of this requirement is based on the determination that IBVI is the only organization that can provide the required services Specifically and ss set forth in 41 U S C 46 the Javits Wagner O Day Act JWOD establishes a Committee for Purchase From People Who Are Blind or Severely Disabled and in describing the procurement requirements for the Federal Government states the following An entity of the Federal Government intending to procure a product or service on the procurement list referred to in section 8503 of this title shall procure the product or service from a qualified nonprofit agency for the blind or a qualified nonprofit agency for other severely disabled in accordance with regulations of the Committee and at the price the Committee establishes if the product or service is available within the period required by the entity Interested persons may submit a capability statement by the specific response date This notice of intent is not a request for proposals form any source other than Industries for the Blind and Visually Impaired Inc However the Government will review information received by the specified response date A determination by the Government not to compete this proposal procurement action based upon response received is solely within the discretion of the Government.
