The objective of this effort is to procure non-personal contractor support services to assist the government with architecting, designing, implementing, and operating advanced security, automation, and collaboration features needed to provide flexible access to Microsoft Azure Cloud services and OFS while users are operating both off premises (teleworking) and on premise using the DoD networks as initially outlined in USCYBERCOM PLANORD 20-0042. Contractor services are also required to assist with ongoing OFS account and excepted network migrations and all associated support. This foundation of Azure identity and security services will enable secure network convergence (i.e., OCONUS, CONUS, and desperate Excepted networks), and future application integration as part of the larger Navy cloud migration strategy.

The Government intends to procure one (1) 12-month base period, and four (4) 12-month option years with the inclusion of FAR clauses 52.217-8 for an additional six (6) months of service if required in thesupport of Naval Network Warfare Command (NNWC) for Flank Speed support services in Suffolk, VA. The North American Industry Classification System (NAICS) code for thisacquisition is 518210 - Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The anticipated date of the award is on or about 11 August 2024. The anticipated start date of performance is 11 September 2024. This presolicitation notice is NOT a request for competitive quotations. A complete RFQ package will be available on or about 25 January 2024, by downloading the documents at the SAM.gov website as follows:https://www.sam.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY beavailable for download at the above site. By submitting a quote, the vendor is self-certifying that neither the requestor northe principal corporate off icials and owners are currently suspended, debarred,or otherwise ineligible to receive contracts from any federal agency. Failure to doso may represent grounds for refusing to accept the quote. By submission of aquote, the contractor acknowledges the requirement that a prospectiveawardee must be registered in the SAM database prior to award, duringperformance, and through final payment of any contract resulting from thissolicitation, except for awards to foreign vendors for work to be performed outside the United States.
