This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). NAVSUP Fleet Logistics Center Norfolk Pentagon Directorate Contracting Department requests responses for continuous education and training for the Department of Navy (DON) - Office of the Assistant Secretary of the Navy (OASN, Financial Management and Comptroller (FM and C) workforce. Professional Development Institute (PDI) is only hosted by American Society of Military Comptroller (ASMC), which is a non-profit educational and professional organization for military and civilians within military comptrollership, defined as professions of financial management in the Department of Defense and U.S. Coast Guard. This is the only conference offered to the financial management community that specifically targets training applicable to the DoD Financial Management Certification Program (DFMCP). This requirement has historically been sole sourced to American Society of Military Comptroller (ASMC). Most recently under contract N0018923PZ061. ASMC is currently the only known company who can provide this specific DoD Comptroller training. The anticipated period of performance for this Firm Fixed Price contract is 01 March 2024 to 01 February 2025. This is a sole source requirement. Only quotes from ASMC will be accepted. The NAICS code is 611430 and the Small Business Standard is $15 million. The RFQ number is N00189-24-Q-Z066. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Publication Notice 20150803. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/SAM/. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their proposal. Quoters are also required to complete the telecommunications provisions with their submissions. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit your proposal.
