This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures (SAP) found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted to both Contract Opportunities (https://www.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/). This is a Request for Quotation (RFQ). The solicitation number is N0018924QZ429. The proposed contract action is for commercial SERVICES. The NAICS code is 611430 and the Small Business Standard is $15,000,000. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-06 and DFARS Change Notice 20240815. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk - Pentagon Directorate intends to solicit - on behalf of Navy Personnel Command (NPC) - a sole source effort with Vendor: Hogan Assessment Systems, Inc. (CAGE: 3SSN8). The proposed acquisition is for services for which the Government intends to solicit and negotiate with Hogan Assessment Systems, Inc. (CAGE: 3SSN8) under the authority of FAR part 13 and FAR part 12. NPC intends to re-acquire cognitive and non-cognitive psychological assessments as part of the command screening process, as directed by the CNOs Navy Leadership Assessment Program (NLAP). Hogan Assessments Insight Report Bundles with the Flash Report provides the necessary feedback regarding professional development strengths and weaknesses for prospective commanding officers. These Insight Report Bundles with the Flash Report assessment services of Hogan Assessment Systems, Inc. (CAGE: 3SSN8) includes three (3) development-focused reports: Hogan Personality Inventory (HPI), Hogan Development Survey (HDS), and Motives, Values, Preferences Inventory (MVPI), each report offers information regarding the characteristics, competencies, and values that underlie how a leader approaches work, leadership, and interaction with others in the workplace. This task requires nothing beyond providing the tool, which will then be distributed by NLAP when required for command leadership screening boards. This action will result in a Firm-Fixed-Price purchase order. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Hogan Assessment Systems, Inc. (CAGE: 3SSN8), IAW FAR 13.106(b)(1). As previously stated, the required assessment services have been determined to be only available from a single source, Hogan Assessment Systems, Inc. (CAGE: 3SSN8) of Tulsa, Oklahoma. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Hogan Assessment Systems, Inc. (CAGE: 3SSN8). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Performance/Delivery: Provide 120 online Hogan Leadership Assessments, Insight Report Bundles with the Flash Report, to NLAP by the delivery dates indicated by PWS (see section C of attachment for complete details). The one-year (12 month) base period starting at time of award, followed by four (4) 12-month option periods. Base Period: 09/30/2024-9/29/2025 Option Year 1: 09/30/2025-9/29/2026 Option Year 2: 09/30/2026-9/29/2027 Option Year 3: 09/30/2027-9/29/2028 Option Year 4: 09/30/2028-9/29/2029 The anticipated base period of performance is 30 September 2024 - 29 September 2025.
