This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.603, using Simplified Acquisition Procedures (SAP) found at FAR 13.106-1(b)(1)(i) as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to both the System for Award Management (SAM) (https://www.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/). The reference number is N00189-24-Q-Z373. The proposed contract action is for commercial SERVICES as outlined in the below CLIN. The North American Industry Classification System (NAICS) code is 711320 and the Small Business Standard is $22,000,000. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 and DFARS Change Notice 05/30/2024. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed acquisition is to acquire sponsorship in Oregon School Activities Association (OSAA) - which are solely available from Playfly LLC. This action will result in a Firm Fixed Price contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Playfly LLC (CAGE: 9NKZ2), IAW FAR 13.106(b)(1). As previously stated, the required services have been determined to be only available from a single source, Playfly LLC. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Playfly LLC (CAGE: 9NKZ2). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. PLAYFLY LLC/OSAA State Program Ads: One (1) full-page ad in all PLAYFLY LLC/OSAA State Championship digital programs. PLAYFLY LLC/OSAA Social Media Campaign: Six (6) social media posts on all PLAYFLY LLC/OSAA social media platforms, two (2) per season. Timing of posts to be mutually agreed upon by both parties. PLAYFLY LLC/OSAA Website Inclusion: One (1) rotating banner on PLAYFLY LLC/OSAA website and one (1) logo and partner bio on PLAYFLY LLC/OSAA partners page. Athletic Directors Meeting: One (1) Table at the Oregon Athletic Directors Association (OADA) meeting. This also includes one (1) Conference Packet Insert at the conference. Emails Three (3) emails to ADs and Coaches, one (1) per season. TV Audience: One (1) :30 Ad for both Boys and Girls 6A Basketball Championship and 6A Football Championship.
