SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a request for a proposal/quotation, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal solicitation. 1.0 Description: The purpose of this Sources Sought Notice is to identify potential sources to provide Surface Warfare Engineering Schools Command, (SWESC), and Surface Combat Systems Training Command, (SCSTC) , Great Lakes, IL with contractor support to provide English as Secondary Language (ESL) services to facilitate classes and tutoring efforts; see attached Performance Work Statement for details. This effort will allow SWESC and SCSTC to limit their training hindrances due to language barriers. A Firm Fixed Priced (FFP) consisting of base-year, twelve-month period; plus three (3) year option. The base-year period of performance is anticipated to begin on 09 September 2024 to 09 September 2025. The following three (3) year option period of performance are indicated below: Option Year 1; 09 September 2025 to 09 September 2026 Option Year 2: 09 September 2026 to 09 September 2027 Option Year 3: 09 September 2027 to 09 September 2028 2.0 Requirements: It is anticipated that this requirement, if solicited, will be under NAICS code: 611630. 3.0 Requested Information: It is requested that interested parties respond to this source sought via email to ian.j.tupaz.civ@us.navy.mil , no later than 12:00PM EST Thursday, 20 June 2024. Responses from interested parties shall include the following information: Company name, address, and point of contact with corresponding phone number and e-mail address. Unique Entity ID (UEID) number, Cage Code, Business size and Classification. Capability statement displaying the contractor’s ability to provide ALL the required services described in the attached Performance Work Statement (PWS). The capability statement is to include past performance information. If past performance information is provided, include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; capacity performed (Prime or Sub); contract period of performance; description of the relevant services provided AND the relevancy of the services to the requirement; and a customer point of contact with corresponding telephone number and e-mail address (up to two references). Relevant past performance is past performance of the same or similar scope and magnitude to the described requirement. Submissions are not to exceed five (5) typewritten pages in no less than twelve (12) font size. All comments/ideas will be considered, although any questions/comments/ideas will not be responded to directly.
