This is a Sources Sought Synopsis to determine the availability of potential sources capable of providing professional services in the areas of communication integration and strategy, media relations, community outreach/relations, visual information systems and imagery marketing, PA professional and community development, capabilities integration development, Communication Information Environment (CIE) management and training, and public information materials development and production for the Department of the Navy (DON) - Navy Chief of Information (CHINFO) headquarters and its field activities. The work objectives will be to provide related specialties and corporate capabilities for services, studies, analytical support, integration, management and continued development of a knowledge management solution for Navy public affairs and visual information, and implementation of the broad spectrum of public affairs issues, policies, and procedures. Contractors will be required to provide necessary personnel and materials to meet the requirements. SECRET clearances are required to perform all tasks. The sought labor categories include: --Lead Communication Professional I (Minimum sixteen (16) years’ experience in communication and a bachelor’s degree) --Senior Communication Consultant I - Strategy Development (Minimum nine (9) years’ experience in communication and a bachelor’s degree) --Communication Associate - Communication Alignment (Minimum four (4) years’ experience in communication and a bachelor’s degree) --Communication Associate - Assessment (Minimum four (4) years’ experience in communication and a bachelor’s degree); and --Media Monitoring (Minimum four (4) years’ experience in communication and a bachelor’s degree; and Minimum four (4) years’ experience in news media relations). The following deliverables will be required: --Four (4) quarterly national assessments per year. --Presentations: Three (3) presentations per year. --Four (4) Assessments of Fleet Weeks and Navy Weeks per year. --Weekly and Monthly assessments of the internal and external communication environment(s). This requirement has historically been sourced to Kglobal, most recently under contract N0018917DZ024. Market research shows that there may be numerous companies, both large and small, possessing the capabilities required to provide the aforementioned services. The anticipated period of performance for this Firm Fixed Price contract is 01 April 2024 through 31 March 2025. The North American Industry Classification (NACIS) code for this is 541820. Interested offerors possessing the ability to provide the services listed herein are invited to respond to this Sources Sought Synopsis by providing their capability information via the submission of an executive summary, no more than one (1) page in length.
