This Modified Combined Synopsis - Solicitation for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This combined synopsis-solicitation SHALL be posted on both SAM and NECO (www.neco.navy.mil). The RFQ number is N0018924QG313. It is the responsibility of the vendor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses (www.acquisition.gov-far) and (www.acquisition.gov-dfars) NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office, Regional Directorate intends award a Firm Fixed-Priced Purchase Order contract for Onsite Bi-Annual Major and Minor Preventative Maintenance Service of Belt Driven and Rotary Screw Air Compressors, Air Dryers and an Oil-Water Separator of various manufacturers for NSSF FSG. Onsite Maintenance Service shall include ALL labor, OEM maintenance related parts and materials, and travel to service equipment that are in multiple buildings aboard Lower Base, Naval Submarine Base in Groton, CT 06349. The required period of performance is 01 September 2024 to 28 February 2027. The subject service will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The North American Industry Classification System code for this acquisition is 811310 and the Small Business Standard is 12.5 (millions of dollars). This acquisition is a 100 percent, Total Small Business Set-Aside. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date. Quotes must be submitted via email to sharon.j.dexter.civ.civ@us.navy.mil by Thursday, 01 August 2024 at 1200 pm. (Noon), EST (Groton, CT local time). A request for quote will be available for download on or about 22 July 2024 and the RFQ Amendment was posted at www.SAM.gov. Potential vendors shall submit SF1449 Solicitation N0018924QG313 and all executed applicable amendments SF30 N0018924QG313 0001 in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil. The Government will award on the basis of price, unless the contracting officer is aware of past performance information related to the low-price quote-offer, which indicates that quote-offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes-offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote-offer.
