This is a COMBINED SYNOPSIS/SOLICITATION for commercial items and was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13.5, and supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both beta.SAM (https://beta.sam.gov/) and NECO (https://www.neco.navy.mil/). The RFQ is N0018924Q0820. The solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 and DFARS Publication Notice 20240815. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov. The NAICS code 513210 and the Small Business Size Standard is $47 million. NAVSUP FLC Norfolk Contracting Department Philadelphia Office located at 700 Robbins Ave Building 2B Philadelphia PA hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) contract. The Government intends to solicit and negotiate the instant procurement on a sole source basis to NOOM, Inc., of New York, NY pursuant to the procedures of FAR Part 12 and Subpart 13.5. The sole source nature of this requirement is based on the determination that NOOM, Inc. is the only vendor that can provide access to the NOOM commercial wellness application. This requirement is for use of the NOOM wellness application to assist Sailors and their dependents to lose weight and reduce health risks, as well as manage stress and anxious feelings (See attached PWS). This notice of intent is not a request for competitive proposals however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Attachment I for the provisions and clauses that are applicable to this requirement. Quoters must be registered in the SAM database to be considered for award.
