This combined synopsis solicitation is being solicited on a sole source basis with Lumibird Inc, 49 Willow Peak Dr. - Bozeman, MT 59718 – USA. This solicitation is expected to result in a firm fixed price, 5-year, indefinite delivery indefinite quantity (IDIQ) contract. This is a combined synopsis/solicitation for commercial supplies/services in accordance with the information in FAR Part 12 – Acquisition of Commercial Items, FAR Part 13 Simplified Acquisition Procedures, and FAR Subpart 16.5 – Indefinite-Delivery Contracts. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 13 August 2024 under Request for Quotation (RFQ) number N0018924Q0442 at the following website: https://beta.sam.gov/. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-06 and DFARS Change Notice 20240729. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition will result in a Firm-Fixed-Price contract under NAICS 335921. The Small Business Size Standard is 1,000. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source, Lumibird Inc, under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAVSUP FLC Norfolk invites Lumibird Inc to submit a quote for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for fiber laser systems. These contracts are designed to enable USNO to obtain the fiber laser systems via a task order to the IDIQ contract. SCHEDULE OF ITEMS REQUIRED: The USNO seeks to procure fiber laser systems with the following specifications: Center wavelength: 780.24 nanometers (nm). Continuous wave (CW) laser linewidth: <250 kiloHertz (kHz). CW power output up to 1 Watt (W), adjustable. Continuously tunable (mode-hop free) over at least 8 GigaHertz (GHz) (covers the Rb D2 transition manifold). Wavelength-lock capability via external frequency-tuning input. Output coupled into a single-mode polarization-maintaining fiber with FC/APC coupler, yielding a linearly-polarized output. Separate monitor output, capable of providing >3 milliWatts (mW). Fit into a 3U space in a standard equipment rack. Wall-plug power consumption < 250 W. System shall not employ 780 nm semiconductor components to generate the output. System shall operate continuously for years, without requiring any end-user alignment or adjustments. The Naval Supply System Command Fleet Logistics Center Norfolk is procuring fiber laser systems for the United States Naval Observatory. The laser system shall be compatible and a direct replacement for the existing fountains in terms of available space, power dissipation, and electronic connections. It is anticipated that a single Indefinite Delivery Indefinite Quantity contract action will be awarded with a five (5)-year ordering period set to begin on 30 August 2024 and run through 29 August 2029. The USNO requests an IDIQ comparable to the table below, which would allow for at least one repair a year and flexibility on the other repairs. It is anticipated that a quantity of two (2) each of the fiber laser system will be required during the Government's fiscal year (FY) 2024, an additional one or two during FY2025, FY2026, FY2027, and FY2028. *Quoter must complete the attached pricing sheet.
