Description: This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.501(a), as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted on SAM.GOV. The RFQ (Request for Quote) number is N0018924Q0356. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 / 04-22-2024 and DFARS Change Notice 20240425. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 811210– “Electronic and Precision Equipment Repair” and the Small Business Standard is: $34.0 million. The NAVSUP Fleet Logistics Center, Norfolk intends to solicit and award a sole source contract under the statutory authority 41 U.S.C. 1903 set forth in Federal Acquisition Regulation 6.302-1(a)(2(ii)(A), to Johnson Controls, Inc., 3750 Progress Rd, Norfolk, VA 23502, for Direct Digital Control (DDC) maintenance and the software licenses for one (1) Metasys Application and Data Server (ADS) that operates the DDC for Commander, Undersea Surveillance (CUS) headquarters. See attached sole source justification for additional information. There will be a base and four option years. The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Subpart 13.5. The award will be made on a sole source basis in accordance with FAR Subpart 13.5 after the price is determined to be fair and reasonable. The Government intends to evaluate and award a contract based on initial quote; therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price standpoint. Since it is the intent to procure the required support services as a sole source direct award in accordance with FAR Subpart 13.5, non-price factors will not be evaluated. Total price will be evaluated taking into account the total FFP for the base year and option periods. Price analysis using procedures of FAR 13.106-1(b) will be used to evaluate price and reasonableness. This announcement will close at 10:00am EST on 27 June 2024.
