The United States Observatory (USNO) is seeking personnel with Earth Orientation Parameter (EOP) expertise and skills to continue with maintaining and updating the IERS 2010 Conventions. Contribute to the planning and execution of the update to the IERS Conventions expected to continue during 2024. Review ICDs and RFCs for consistency with the IERS conventions and other EOP and Timing products and duties. The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to negotiate a firm-fixed price contract for the procurement of personnel with Earth Orientation (EO) experience in support of The United States Naval Observatory (USNO). Utilizing the procedures under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Dr. Dennis McCarthy. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. *See Performance Work Statement (PWS) for additional details.
