The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12 and FAR Subpart 13.5. Award will be made on a sole source basis pursuant to the statutory authority under 41 U.S.C. 1901 as implemented by FAR 13.501(a) after the price is determined to be fair. The Government intends to evaluate and award a contract based on initial quote; therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price standpoint. Total price will be evaluated taking into the account the total FFP for the base year and option periods. Price analysis using procedures of FAR 13.106-3 will be used to evaluate price reasonableness. Please see the RFQ, Redacted Sole Source Justification, and PWS for additional details.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) Fleet Directorate, intends to solicit and award a sole source purchase order for servicing, calibration, and repairing of equipment for the Moving Vessel Profile (MVP) and Sea Surface Sound Velocimeter (SSSV) systems. All responsible sources may submit a capability statement to be cosidered by the agency. The anticipated period of performance will begin 30 September 2024 through and including 29 September 2025. The anticipated order will include four option years in accrodance with FAR 52.217-9. This notice of intent is NOT a request for quotations. A determination by the Government not to compete this proposed action based upon response to this notice is solely within the discretion of the Government. The Fleet Logistics Center Norfolk Contracting Department, Fleet Directorate, intends to award a Firm Fixed-Price Purchase Order for servicing, calibrating, and repairing equipment for the Moving Vessel Profile (MVP) and a Sea Surface Sound Velocimeter (SSSV) systems, support services. The current contract N6230619D0005 was awarded as an IDIQ type contract as a sole sourced award to AML Oceanographic. The estimated period of performance is 30 September 2024 through and including 29 September 2025, with four option years. It is intended to purchase this follow on utilizing Simplified Acquisition Procedures FAR Part 13 and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 27 August 2024. This notice is a Sources Sought Notice in accordance with PGI 206-302-1. However, any challenges to this sole source must be received in writing and sent to courtney.p.dunlow.civ@us.navy.mil to be considered by the Government for the purpose of determining whether or not to compete this requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent supply/service exists that would meet the Governments needs stated herein.
