The Government intends to award a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12, FAR Subpart 13.5, FAR Subpart 16.5 and FAR Subpart 19.5. Award will be made to that quoter whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a contract based on initial quotes. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a non-price and price standpoint. However, the Government may contact any or all quoter’s with questions concerning their responses. The Government reserves the right to award a contract to other than the lowest priced quoter; award a contract without exchanges; or award a contract after exchanges, whichever is in the best interest of the Government.

Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought for information and planning purposes for qualified and experienced sources to provide training objectives are to teach the students theory and application of multibeam survey practices, reinforced with practical application during mobilization of a vessel of opportunity AND the Otter USV with the NORBIT MBES and Norbit iLiDar system and during the Comprehensive Final Field Project (CFFP), where students under supervision will plan and conduct a hydrographic survey IAW standards set forth by the International Hydrographic Organization using the NORBIT MBES and Norbit iLiDar system with associated vessel of Opportunity and Otter USV. The contractor will train the students how to plan a survey, write a survey specification, and conduct a hydrographic survey using NAVOCEANO’s training vessel or other available vessel, NIWTGG’s associated survey equipment to include the NORBIT MBES and iLiDar system AND Otter USV. This is not a solicitation announcement for quotes and no contract will be awarded from this announcement.
