The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk is soliciting a Firm Fixed-Price contract utilizing procedures under Federal Acquisition Regulation (FAR) Part 12 and FAR 13.5. This requirement is being solicited as other than full and open competition (brand name) IAW FAR 13.501(a). The Government intends to procure the required Eaton brand Uninterruptible Power Supply (UPS) required by Navy Cyber Defense Operations Command (NCDOC) to replace end-of-life (EoL) systems as well as provide preventative maintenance for the new systems. The place of performance will be 112 Lakeview Parkway, Suffolk, VA 23435. The period of performance will begin 01 JULY 2024 (SUBJECT TO CHANGE). All details involved in this requirement, including part numbers, quantities, and work to be performed, is specified in the Performance Work Statement (PWS) within the attached RFQ. PLEASE REFER TO THE FAR 52.212-1 AND FAR 52.212-1 ADDENDUM CLAUSES IN THE ATTACHED RFQ FOR THE REQUIRED CONTENT IN ALL SUBMISSIONS. ALL SUBMISSIONS SHALL INCLUDE A CURRENT AUTHORIZED EATON RESELLER CERTIFICATION AND CURRENT AUTHORIZED EATON TECHNICIAN CERTIFICATION FOR ALL QUOTED BRAND-NAME ITEMS AND SERVICES. ALTERNATIVES WILL NOT BE CONSIDERED FOR AWARD. The North American Industry Classification System (NAICS) code for this acquisition is 335910 – Battery Manufacturing, the Federal Supply Code is 6140 - Batteries, Rechargable, and the size standard is 1,250 Employees. By submitting a quote, the vendor is self-certifying they are not currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to consider the offer for award. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award.
