The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Firm Fixed-Price contract and will utilize procedures under Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items, and FAR Part 13 – Simplified Acquisition and FAR 19.502-2 Total Small Business Set-Asides. The Government intends to procure contractor services in support of the Navy Center for Security Forces (CENSECFOR) for portable toilet rental at 32nd Street Naval Base, San Diego, CA 92136. The contract will include a twelve (12) month base period, four (4) twelve, (12) month option years, and one (1), six (6) month option period. The North American Industry Classification System (NAICS) code for this acquisition is 562991. The anticipated date of the award is on or about 25 January 2024. The anticipated start date of performance is 06 February 2024. This presolicitation notice is NOT a request for competitive quotations. A complete RFQ package will be available on or about 11 January 2024, by downloading the documents at the SAM website as follows: http://www.sam.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying they are not currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to consider the quote for award. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award.
