The Nimitz Library at the U.S. Naval Academy is an academic library in support a patron population of approximately 4,520 midshipman, 600 faculty, and 3,000 other staff and military personnel. To meet the academic/educational mission requirements of the Naval Academy, the Nimitz Library subscribes to scholarly content in the form of scholarly journals and other periodicals. This subscription content is an integral part of the Library’s collections and services as curriculum and course development as well as midshipman and faculty research are dependent upon them. The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for the procurement of e-Journal Subscription Services for the United States Naval Academy (USNA), under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, American Institute of Physics- AIP Publishing. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 12 December 2023 under Request for Quotation (RFQ) number N00189240064 at the following website: https://beta.sam.gov/ This solicitation documents and incorporates provisions and clauses in effect through FAC 2023- 04 and DFARS Change Notice 20230531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
