The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for the procurement of e-Journal Subscription Services for the United States Naval Academy (USNA), under FAR Part 13.5 - “Simplified Acquisition Procedures for Certain Commercial Items.” The Government intends to solicit and negotiate with only one source, IEEE Institute of Electrical and Electronics Engineers Incorporated. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about December 14, 2023 under Request for Quotation (RFQ) number N0018924Q0060 at the following website: https://beta.sam.gov/ This solicitation documents and incorporates provisions and clauses in effect through FAC 2023- 04 and DFARS Change Notice 20230531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
