The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, FM and C/BUMED Directorate Philadelphia Office intends to solicit and negotiate a Firm Fixed Price type contract for ACEIT (Automated Cost Estimating Integration Tool) software on behalf of the Office of the Assistant Secretary of the Navy, Financial Management and Comptroller (OASN (FM and C)) Naval Cost Agency. The required ACEIT software is currently only developed and sold by one vendor, Tecolote Research, Inc. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1). This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12. OASN FM and C Naval Cost Agency is requiring software to provide a family of applications that support program managers and cost/financial analysts during all phases of a program’s life cycle. Specifically, the agency is seeking a tool to: -Analyze, develop, share and report cost estimates, that also provide a framework to standardize the estimating process. -Respond to what-if excursions, to estimate future costs. -Standardize and simplify LCC estimating. -A database that stores technical and normalized cost data. -Statistical package to facilitate cost estimating relationship development. -Built-in inflation, learning, time phasing, sensitivity, risk, and other analysis capabilities. It is anticipated that the contract will have a period of performance starting within 30 days of issuance of the Pre-solicitation Notice. The applicable North American Industry Classification System (NAICS) Code is 513210. Interested persons may identify their interest and capability to respond to the requirement by sending challenges to Thomas Ryan at thomas.r.ryan36.civ@us.navy.mil no later than 4:00 PM (Philadelphia, PA time) on Thursday, 13 June 2024. This notice of intent is not a request for competitive proposals. However, all challenges to this sole source determination received by 4:00 PM (Philadelphia, PA time) on Thursday, 13 June 2024 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
