This action is for the award of a sole source firm-fixed priced contract to Naval History & Heritage Command/NMUSN 805 Kidder Breese St., SE Washington, D.C. 20374 utilizing the authority of Other Than Full and Open Competition as permitted by 10 U.S.C. 2304(c)(1), and implemented by FAR 6.302-1, since there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed acquisition is for the procurement of for upgrade the main “Civilian to Sailor” main gallery exhibit services to include: Exhibit Development Assistance - Luci Creative • Luci to provide Design and Development assistance to NMAS during the development of the Rank and Rate Interactive. • Review and consult on the Media Design and Development. • Graphic design for any wall graphics associated with the Rank and Rate Interactive. • Confirm kiosk design and specify finish color to align with Media and Graphics. 2 | Media Design and Development - Elbe Creative See Elbe proposal for scope specifics. 3 | Kiosk Fabrication • Allowance for a simple monitor kiosk with housing for internal PC. • Kiosk design based on previously designed unit. 4 | AV Hardware • Allowance for 42" ELO touchscreen with standalone PC. • Equipment is specified, configured, and media is installed and tested by Elbe. • Equipment is installed into the Kiosk by RSI. • Power at kiosk location is required and responsibility of the Owner. 5 | Graphics • Allowance for final production graphic file prep and printing. • Graphics to be designed / specified during the design phase. 6 | Delivery and Install • Delivery and Installation of the Kiosk and Graphics. • Install allowance is 2 people for one day. • Installation of Media included in Elbe scope. • Assumes space is properly prepared and power is available for the Kiosk.
