USNO VBI operations require Mark 6 technology; USNO must maintain the integration of the Mark6 standard into its Kokee Park Geophysical Observatory operations to ensure compatibility . Procuring the required supply is not possible through another vendor as the technology required is propriety to Conduant. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a) a Sol Source Acquisition. Award of a firm fixed price contract is anticipated. a determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government.
