USNO is seeking to procureFEI-Zyfer, Inc.’s Gsync Model 391 chassis, a modular time and frequency system, with installed modules as specified below. These units are capable of receiving various inputs and serving as a reference source, as well as producing a time of day output. To facilitate USNO’s requirements, the GSyncs must be equipped with hot-swappable modules that are compatible with USNO’s existing chassis units. The specific build modules the USNO requires are listed below, including the Ovenized Quartz Crystal Oscillator (OXCO), and modules that support 1 pulse-per-second (1 pps) synchronization, Inter-range instrumentation group (IRIG) time code generation, ethernet, and Precision Time Protocol (PTP v2) as well as a uniformly high standard of manufacture and assembly. It is also a requirement that each assembly be tested to prove its performance prior to delivery to the government. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a) a Sol Source Acquisition. Award of a firm fixed price contract is anticipated. a determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government.
