The United States Naval Observatory (USNO) is seeking repair of The Microchip Auxiliary Output Generator (AOG) is an intermediate offset generator with a 5 Megahertz (MHz) output, programmable over a broad frequency range with extremely high resolution and precise phase control. The AOG-110 is a mission critical piece of the US Naval Observatory operations. The number and quality of frequency standards the USNO possesses has a direct impact on both the quality and long and short term availability of the DoD Master Clock. The Microchip AOG is a unique device containing several proprietary methods and technologies. Microchip is the sole manufacturer of the AOG-110 and is the only organization with the technical expertise to repair it. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a) a Sol Source Acquisition. Award of a firm fixed price contract is anticipated. a determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government.
