The NAVSUP Fleet Logistics Center Norfolk intends to acquire support services on behalf the DASN(P) in accomplishing DON and Department of Defense (DoD) objectives for optimizing the DON Acquisition portfolio of acquisition and procurement systems and data, leading to improvements in DON procurement data quality and visibility to all business stakeholders. Additionally, the contractor shall transition the existing eBusiness Toolkit that enabled this support from the contractor’s prototype environment into the DON production environment and deliver all relevant Technical Data Packages (TDPs) as to allow the DON to perform production operations and facilitate future competition of these components. The placement of a Firm Fixed Priced (FFP), purchase order for a base year plus, four one-year options is anticipated. The period of performance is anticipated to begin on 28 September 2023. The applicable NAICS code is 541512 and the FSC is D399. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source (AVUM, Inc.) under authority of 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). AVUM, as the current software developer and hosting firm under task order N00189-18-F-Z076, is the only company that can provide these services. Due to programmatic delays in the future targeted hosting environment, the contractor is required to continue to maintain and sustain prototyped data analytic capabilities to allow for their delivery into DON Government Hosting facilities for future management/ competitive sourcing. The Government requires the contractor’s unique knowledge, skill and experience and support of their prototype environment where the source code and files are currently managed in order to transition the technology to the Government's production environment(s). This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination by the specified response date will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
