This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number N0018923RZ143 is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are provided as an attachment to this synopsis. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a sole source basis, Prevention Program Technical Support within the Department of the Navy Assistant for Administration (DON/AA) that cannot be supported by the existing federal workforce. This is a requirement for which a sources sought (N001301069681) was issued on SAM.gov to which only one viable response was received. The sole source contractor is The Consortium of Universities in the Washington Metropolitan Area. Prevention Program Technical Support includes establishing effective oversight, and assessments of prevention programs by requesting the identification and assessment of mainstream literature on either suicide prevention or sexual violence prevention (sexual assault and sexual harassment), innovative presentations augmenting the professional development of the prevention workforce, program doctrine evaluation, and by providing actual evaluations of ongoing prevention program initiatives. This is to include six (6) webinar presentations to a live audience and assembling a panel of five highly qualified personnel to work together for the equivalent of two weeks of full-time work to address an issue identified by DON OFR. This combined synopsis/solicitation contains the official period of performance for the base period of the contract, along with any potential option periods beginning on or around 18 September 2023. This notice of intent is not to request for quotes from any source other than he Consortium of Universities in the Washington Metropolitan Area. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
