The NAVSUP Fleet Logistics Center Norfolk intends to acquire computer system and software design/development support services for the Department of the Navy’s Electronic Procurement System (ePS). The contractor will be required to design, develop, and maintain the Navy Acquisition and Procurement Business Intelligence (BI) environment. These services are critical to the pending DON electronic Procurement System (ePS) program underway now. ePS is the designated DON program for replacement of all procurement capability. The placement of a Firm Fixed Priced (FFP), purchase order for a base year plus, three one-year options is anticipated. The period of performance is anticipated to begin on 28 September 2023. The applicable NAICS code is 541512 and the FSC is R799. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source (AVUM, Inc.) under authority of 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). AVUM, as the current prototype developer and operator of the ePS core contracting capability under task order N00189-18-F-Z076, is the only company that can provide these services. The Government requires the contractor’s unique knowledge, skill and experience regarding the prototype’s development in order to hand over the technology to the program’s production environment. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination by the specified response date will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
