The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to establish, via sole source acquisition, a Blanket Purchase Agreement (BPA) for subsistence services to 1,500 trainees evacuated from the Hampton Roads Virginia area in the event of an emergency. In the event of an emergency that requires the evacuation of student sailors from the Hampton Roads, the evacuees will require three meals a day (breakfast / lunch / dinner) for an estimated period of five days for up to 1,500 sailors/students. The required services must include full Dining Facility/Cafeteria (DFAC) operations that include setup, distribution, and breakdown / clean up. NETC requires a flexible ordering vehicle in to be put in place, such as a Blanket Purchase Agreement (BPA), so that in the event an emergency, a contract/order can be issued quickly for subsistence. It is the intent of the Government to process this procurement under FAR Subpart 13.5 and to ultimately award a firm fixed priced (FFP) contract on a sole source basis to Fort A.P. Hill Morale, Welfare, and Recreation (MWR) as a result of the forthcoming solicitation. Performance is anticipated to begin on 01 July 2023. The applicable NAICS is 722310 and the Small Business Standard is $41.5 Million. This notice of intent is not a request for quotes – however, the Government will consider information received by the specified response date. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based on responses received is solely within the discretion of the Government, and will not pay for information submitted in response to this notice.
