This is a modification to the pre-solicitation synopsis notice This is a pre-solicitation synopsis notice The NAVSUP Fleet Logistics Center Norfolk Contracting Department Philadelphia Office intends to solicit on a 100 percent small business set aside basis for Mortuary Support Services for the Navy Casualty Division of the Navy Personnel Command located in Millington TN The contractor is to provide all supplies and services for the case and disposition of human remains of active duty Navy and Marine military personnel within Contiguous United States (CONUS) and Outside the Contiguous Untied States (OCONUS) The deceased Sailors and Marines remains are transported to a servicing mortuary for embalming dressing cosmetic work and shipment to another mortuary cemetery for final burial The Navy intends to solicit for a Firm Fixed Price FFP Requirements type contract It is the intention of the Navy to solicit pursuant to the procedures of FAR Parts 12 and 15 The anticipated contract will result in a five-year ordering period as well as a six month option ordering period pursuant to FAR 52.217 dash 8 Performance under the resultant contract is anticipated to begin on 20 August 2023 The total contract ordering length inclusive of options is anticipated to be sixty six 66 months There are estimated to be 325 deceased cases each year Interested vendors will be required to submit cost and technical proposals and will be evaluated on a best value basis with technical significantly more important than price once final solicitation is posted Upon its release, the solicitation N0018923RZ024 with its respective amendments will be issued electronically and be available to download at the Navy Electronic Commerce Online NECO website www.neco.navy.mil and SAM website www.sam.gov The closing date for the receipt of proposals will be set forth in the solicitation The applicable NAICS code for this requirement is 812210 and the Small Business Size Standard is $11 million The proposed contract is 100 percent set aside for small business concerns This is not an official offer or solicitation The Government is not responsible for any costs occurred for any submissions By submitting an offer to the solicitation the offeror is self certifying that neither the requestor nor the principal corporate officials and owners are currently suspended debarred or otherwise ineligible to receive contracts from any federal agency Failure to do so may represent grounds for refusing to award to the offeror By submission of an offer the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database Lack of registration in the SAM database will make a contractor ineligible for award Contractors may obtain information on registration and annual certification requirements via the Internet at www.sam.gov The point of contact for this solicitation is Ellen Wright who can be reached via email at ellen s wright civ@us navy mil
