Reason for MOD/COM to this Combined Notice is to add POC Information: Ronnie.L.ALLen@navy.mil THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. It is anticipated that a sole Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Part 13 to a small business. The applicable NAICS and size standard are 541511 and $34M respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on a sole source basis , 27 Adobe Creative Cloud Software Licenses (full version for 12 months) for the NML and PDC VI Directorate, to maintain operational production units throughout its media production, medical photography and medical graphics department. The Full Adobe Creative Cloud Suite is the only software that supports the VI Directorate needs; video editing, graphic design and photography and is our current production software across 4 Departments. Adobe Creative Cloud Suite is our current video editing, graphics, and photo design software, compatible with our current operating systems and extension software for VID Navy Medicine. The entire the Directorate staff is trained on the ACC Suite software and thus there will no loss of compatibility with existing VID projects and no loss of operational time to provide Navy Medicine videos, graphics, illustrations, 2D/3D animation, and photography. The ACC Suite includes access to 10 Adobe software applications: Photoshop, Illustrator, InDesign, Acrobat Pro, Premiere Pro, Express, After Effects, Audition, XD and Fonts. Adobe is the only software that offers this. The ACC Full Suite is required to specifically to meet DoD’s Section 508 Complaint for video productions. As such, only the Adobe Creative Cloud Suite is the only product capable providing the required access. This is a combined SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 5.2, using Simplified Acquisition Procedures for purchase orders at FAR Part 13 and FAR Part 12 Acquisition of Commercial Items. The proposed firm, fixed-price action is for supplies for which the Government intends to solicit and negotiate with only one source as a SAP action under FAR Part 13. Mac Business Solutions, a small business, is currently supporting this need by providing access to the Adobe Creative Cloud Suite and is the only known source to support this requirement due to the proprietary system. The period of performance will commence on or around 29 September 2023 for a period of twelve months. This announcement consists the only solicitation, a written solicitation will not be issues. This notice of intent is not a request for competitive quotes. This is the only RFQ for this requirement, it includes all the terms and conditions as well as applicable FAR, DFARS and NMCAR clauses and provisions with respect to the anticipated purchase order (see attachments). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
