NAVSUP FLC Philadelphia intends to solicit on other than full and open competition basis for IBM SPSS Renewal for the National Defense University Library. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.105(c). The government intends to solicit and negotiate with IBM who holds the proprietary information for their IBM SPSS software, on a Brand-Name sole source basis with IBM and their authorized resellers. The requirement is for annual subscription to IBM SPSS Software. Interested persons may identify their interest and capability to respond to the requirement. This combined synopsis-solicitation is a request for competitive proposals. The government will consider all proposals received by Wednesday, 9/27/2023 at 5:00 PM EST. A determination by the government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government.
