The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a sole source, no cost, contract to Rover Marine, Inc. for Naval Station Norfolk base tour services in support of Commander, Naval Installations Command (CNIC). The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. Services will commence on/around 01 June 2023. The period of performance is anticipated to consist of a twelve month base year, four twelve month option years, and the 52.217-8, Option to Extend Service, to provide for an additional six months of performance A request for information (RFI)/sources sought notice N0018922Q0263 associated with this solicitation was posted on 09 June 2022 to identify interested sources and to obtain feedback on a draft Performance Work Statement. As a result, the lack of responses obtained in response to the RFI/sources sought notice, this requirement will be solicited on a Sole Source basis. The activity’s small business office concurs with this determination. The NAICS code applicable to this procurement is 561520. The size standard is $25.0 million. The Product Service Code is V229. The anticipated award date is no later than 19 May 2023. CNIC requires the establishment and execution of a Public Tour Program aboard Naval Station (NAVSTA) Norfolk. The program will include the operations of the NAVSTA Tour and Information Center and all management and operational functions of providing a windshield tour aboard the installation. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is not yet available.
