This requirement is for an additional two (2) one-year Option Periods for an existing contract in which only one contractor, Iron Mountain, can perform duties. The instant acquisition is a sole source, non-competed requirement to be awarded to Iron Mountain in support of the Naval War College (NWC) of Newport, RI. This instant acquisition will provide relocation, moving, and storage services of NWC’s Naval Historical Collection (NHC) from Mahan Hall. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for Certain Commercial Items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both BETA SAM and NECO (https://www.neco.navy.mil/). The NAICS code is 493190 and the Small Business Standard is $30.0 Million Dollars. The anticipated contract will be a Firm Fixed-Priced contract. NWC Procurement Division is looking for a contractor, Iron Mountain, to relocate the Naval Historical Collection for the duration of the building’s renovation. The NHC consists of manuscripts, federal records, rare books and other special collections. These collections document the administrative and curricular history of the NWC, to include the naval activities in Narragansett Bay in support of NWC learning, research, and teaching needs. In FY2021, Mahan Hall will be renovated. To facilitate the construction, all collections must be removed from the building for the duration of the project, and then returned when the renovation is complete. The collections’ relocation was completed in July 2021. The return of the collection is expected to take place in 2025. In the interim, collections will remain in storage with limited retrieval. See attached Solicitation and Justification and Approval for details.
