The NAVSUP FLCN, Philadelphia Office intends to acquire on an other than full and open competition basis a purchase order for a strategic partnership with the Organization for the Advancement of Structured Information Standards (OASIS) to enable the National Information Exchange Model (NIEM) Management Office as an Open Standard. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.501(a). The Government intends to award a purchase order to OASIS since they are the only source with the experience and forum to advance common standards, while meeting the DDC5I requirements for access and true voluntary consensus. Interested contractors may identify their interest and capability to respond to the requirement. However, this notice of intent is not a request for competitive proposals. The Government will consider all information received within seven days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information should be submitted to john.e.krystopowicz.civ@us.navy.mil. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The applicable North American Industry Classification System (NAICS) code is 541512.
