USNO is seeking a Subject Matter Expert to review recent developments in geophysical fluids and atmospheric and ocean modeling, as well as the theory, procedures, and software for creating Atmospheric Angular Momentum (AAM), Ocean Angular Momentum (OAM), and other AM results from fluids. Results from a number of modeling centers will be reviewed, and the focus will be on the atmosphere and ocean models from The Navy’s Fleet Numerical Modeling and Operational Center (FNMOC),whose current models are the chief global atmosphere and ocean models are NAVGEM and HYCOM, respectively. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a) a Sol Source Acquisition. Award of a firm fixed price contract is anticipated. a determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government.
