USNO is seeking to procure a laser system to provide for an upgrade of the repump laser system that drives the operation of the rubidium fountain clocks. These lasers would deliver light more efficiently to their target, improving performance and reducing maintenance downtime. Deploying them reduces the number of elements that have to be replaced and periodically aligned. They potentially will last longer than the diode-based lasers in use, so while the up-front cost is slightly greater, this could represent a long-term cost savings. Additionally, these lasers will make the repump and main trapping laser interchangeable. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a) a Sol Source Acquisition. Award of a firm fixed price contract is anticipated. a determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government.
