USNO is seeking someone with EOP expertise SMO who can provide the following, Algorithms and design documents for improving input pre-processing of atmospheric, ocean, and GPS data inputs to improve polar motion and UT1-UTC inputs, A series of test cases to ensure that the terrestrial to celestial Earth Orientation (EO) Matrix calculations are correct. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a), a Sole Source Acquisition. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12.Award of a firm fixed contract is anticipated. All required deliverables shall be furnished within 1 year after date of contract award. The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 511199 and 500 employees respectively.
