The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract in support of the Department of Defense Law Enforcement Information Exchange (D-DEx) and the Law Enforcement Information Exchange (LInX) Program . The Government intends to solicit this requirement under a full and open competition, using the procedures of FAR Part 12 and FAR Part 15. This requirement will be solicited as a single award commercial, FFP IDIQ type contract that contains terms and conditions for the placement of FFP task orders. The D-DEx/LInX system provides access to law enforcement incident and investigative data collected and contained within a central data warehouse. The system is designed to permit participating users to query and analyze collected law enforcement data that can satisfy the needs of four principal user groups: executive decision makers, analytical staff, law enforcement patrol (tactical) and investigative staff. The system provides scheduled data collection from each participating agency and automatically updates the data warehouse. It is anticipated that the contract will contain a five-year ordering period to begin around 01 April 2021. The applicable North American Industry Classification System (NAICS) Code is 541512, Computer System Design Services. The small business size standard for this NAICS is $30.0 million in annual receipts. The FSC Code is DA01. Upon its release, the solicitation will be issued electronically and be available for downloading at the System for Award Management website: https://sam.gov/content/home. The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendment thereto. The Government will not pay for the information received. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. By submitting an offer, the offeror is self- certifying that neither the requestor nor the principal corporate official and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors mat obtain information on registration and annual confirmation requirements via the internet at https://sam.gov/content/home. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their proposal.
