REQUEST FOR INFORMATION Description 1.1 Deliver educational theatrical-based interactive training shows sixty (60) to ninety (90) minutes in length that successfully engage and educate a diverse audience of Sailors and Marines on the realities of sexual assault and sexual harassment. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued 2.0 Requirement The Department of the Navy Sexual Assault, Sexual Harassment, Suicide Prevention and Response Office (DON SAPRO) requires contractor support to provide training shows on sexual assault and sexual harassment prevention. The specific educational method for this requirement is to deliver junior Sailors and Marines a sixty (60) to ninety (90) minute theatrical-based training that is both interactive and improvisational on the topic of sexual assault and sexual harassment prevention. Theatrical performances shall be designed to hold the interest of diverse audiences of junior Sailors and Marines and engage service members of all genders in a positive manner (refraining from strategies that utilize blame or humiliation). The outcome objectives of these trainings are to: (1) Increase Sailors’ and Marines’ knowledge of consent, retaliation and prevention of harmful behaviors through theatrical performances that demonstrate a culture that embodies an equal opportunity to enjoy a fair, safe and productive work environment; (2) Enhance the skillset that Sailors and Marines can use to intervene and prevent sexual violence in the future by using realistic and common scenarios portrayed in theatrical performances. . Victim-centered support and prevention strategies are of upmost priority as learning outcomes. All sessions shall focus on the following concepts of recognizing and addressing emerging harmful behaviors as they increase the risk of sexual assault: Victim-Centered Support The neuroscience behind trauma related to sexual harassment and sexual assault. The negative impacts associated with retaliation, reprisal, ostracism, and maltreatment. Prevention & Intervention at the Individual-Level Understanding what the continuum of harm is and the role of each individual in preventing its occurrence. Understanding retaliation, reprisal, ostracism, and maltreatment and how to intervene and prevent its occurrence. The development of confidence and skillset in intervening as a bystander. Communicating the components of consent required in sexual situations. Prevention & Intervention throughout the Command Increasing awareness that behaviors such as gender discrimination, lack of respect, and workplace hostility can negatively impact command climate and increase risk for sexual harassment and sexual assault. Demonstrating strategies for leaders and peers to address negative or harmful behaviors immediately to prevent behaviors from escalating. Empower each individual to address harmful behaviors within their Navy and Marine Corps commands and promote prevention strategies and healthy skill building so the climate does not enable or condone destructive behaviors such as sexual assault and sexual harassment. The show content shall reinforce the Navy and Marine Corps core values of honor, courage, and commitment. 2.1 The contractor shall provide a maximum of 45 working days of the sexual assault and sexual harassment training shows to Sailors and Marines located at CONUS and OCONUS military installations. Each work day shall include a minimum of one (1) show and a maximum of three (3) shows. Travel time and rehearsal days are not included in number of work days. Audience size can range up to 2,000 participants with an average audience size of 350 participants. 2.2.1 In the event that live, in-person training cannot be accomplished due to pandemic restraints, a virtual platform would need to meet the following requirements: Chat and feedback. Poll questions. Hand raising. Host 200 participants. Allow verbal responses from participants. 2.3 The anticipated training locations are outlined in Section 8. DON SAPRO will coordinate and provide a designated Point of Contact (POC) for each location/installation at the task order level. 2.4 The contractor shall be responsible for coordinating with the local installations for all logistics and support needed at the individual locations to include, but not limited to, facility/theater access and installation access by working with the POC provided by DON SAPRO. Show start time(s) will be coordinated by the local POC and set by the installation/location at a time(s) conducive to their training schedule/environment. 2.5 The contractor shall be responsible for coordinating all travel and logistics for their personnel. 2.6 The contractor shall provide personnel, a cast that meet the requirements outlined in 6.0, and allow for additional personnel who can operate sound/light equipment and serve as alternate actors when/if needed. The cast should consist of six (6) to eight (8) qualified personnel. 2.7 The Contractor shall provide a single specific individual, a project manager (PM), who is knowledgeable with regard to the content and logistical aspects of each of the above areas of Contractor activities, and who is empowered by the Contractor to oversee the execution of Contractor activities, collect feedback on their efficacy, make revisions as appropriate, and supervise Contractor personnel. This individual will serve as a central Contractor point of contact for coordinating the details of all Contractor activities with DON SAPRO. 3.0 Responses Request Responses by Wednesday 09 March 2022, 3:00pm EST.
