The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a Firm Fixed Price type contract for Working Capital Fund Strategic Support Services for the Office of the Assistant Secretary of the Navy, Financial Management and Comptroller (OASN (FM and C)), Washington DC. Grant Thornton, LLP is the only company who can provide these services at this time. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1). It is anticipated future requirements will be competed. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12. OASN FM and C is requiring a contractor to provide the following services • Analysis and recommendations for changes in the current NWCF portfolio • Development and implementation of key management metrics to create opportunities for business process improvement to enhance customer support. • Support and tools for managing NWCF cash at the activity level, within upper and lower limits established in the budget process, to optimize use of DON resources. It is anticipated that the contract will have a period of performance starting within 30 days of issuance of the Pre-solicitation Notice. The applicable North American Industry Classification System (NAICS) Code is 541611. This notice of intent is not a request for competitive proposals. However, all challenges to this sole source determination received by 12:00pm (Philadelphia, PA time) on Monday, 08 November 2021 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
