This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 12 and FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE), located at Contract Opportunities at SAM.gov. The RFQ number is N0018922QZ391. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-07 and DFARS Change Notice 20220825. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this web address: https://www.acquisition.gov. The NAICS code is 561621 and the Small Business Standard is 22.0 (millions of dollars). The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAVSUP FLC Norfolk, Philadelphia Office intends to procure new security cameras for Naval Air Station Pensacola, Building 628, because the current camera surveillance system in Building 628 is outdated and does not meet NETC’s security standards. This camera system is part of, and interfaces with, a NETC security system covered by a maintenance agreement with Allied Universal Technology Services. A single maintenance agreement is required due to increased security risks associated with multiple maintenance contracts. To be covered by the Allied Universal maintenance agreement, the camera equipment must be provided and installed by Allied Universal. Therefore, based on the security requirements of the Naval Air Station Pensacola, Allied Universal Technology Services is the only vendor that can provide the new camera equipment. Failure to provide new cameras will leave NETC without the ability to complete critical building security. This announcement will close at 12 PM EST on 9 September 2022.
