THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. It is anticipated that a Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Parts 12 and 13.5. The applicable NAICS and size standard are 611710 and $21.0M respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a sole source basis, subject matter expertise to develop and execute evaluation plans for two (2) prevention programs within the Department of the Navy Assistant for Administration (DON/AA) that cannot be supported by the existing federal workforce. This is a requirement for which a sources sought (1301000695) was issued on SAM.gov to which no responses were received. The proposed sole source contractor is The Consortium of Universities in the Washington Metropolitan Area. Program evaluation includes providing professional reviews of published literature; the development of program documentation to be used in support of these programs; and evaluations/analyses of its current prevention initiatives. The primary functions to be performed include the assessment and needs analysis of the overall efficiency of prevention programs; providing assessment on training tasks; establishing performance benchmarks; and identifying short- and long-term opportunities that will improve operational performance. The solicitation shall contain the official period of performance for the base period of the contract, along with any potential option periods beginning on or around September 2022. Upon its release the solicitation will be issued electronically on NECO via www.beta.sam.gov. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto. It is anticipated that the solicitation will be released on or after 11 August 2022. The closing date for the receipt of offers will be set forth in the RFQ.
