This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) reference number is N0018922QZ331. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Change Notice 20220623. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract is being solicited and awarded to Watermark Insights on a sole source basis and this RFQ is not a request for competitive quotes. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office Contracting Department located at 700 Robbins Ave, Bldg 2B, Philadelphia, PA, 19111, intends to acquire commercial item, Tk20 software renewal maintenance license and planning and self study for the National Defense University (NDU). Tk20 is a Web-based server software platform which provides the capability to implement the assessment, evaluation, survey, data collection, analysis and reporting functionality needed for an NDU enterprise-wide institutional and student learning environment. TK20 is a customizable open architecture, and a scalable designthat allows for integration with student information systems and authentication protocols. This acquisition is being processed pursuant to FAR Part 6.302-1,Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Watermark Insights is considered the only source able to successfully perform the instant requirement. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required support, as well as financial and technical information. However, this notice of intent is not a request for competitive quotes. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided.
