This is a COMBINED SYNOPSIS/SOLICITATION prepared in accordance with the information in FAR Part 5, FAR Part 12 Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE), located at Contract Opportunities at SAM.gov. The RFQ number is N4339822RCHB412. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Change Notice 20220428. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this web address: https://www.acquisition.gov. The NAICS code is 624110 and the Small Business Standard is $12 million. NAVSUP FLC Norfolk Contract Department Philadelphia Office located at 700 Robbins Ave Building 2B Philadelphia PA intends to acquire a vendor to provide a safe and organized venue to support the Drug Education For Youth Program for Navy Information Operation Center Fort Gordon. The year-long program begins in the summer with leadership activities, followed by monthly mentoring events with youth and mentors where they build on concepts and training received during the beginning of the program. The program is a family readiness tool used to provide young military dependents the skills needed to resist drugs, other substances, alcohol, and gang involvement .The venue must provide berthing, messing, classroom, equipment, meals, and activity facilities for 35 total youth and adult staff. Additionally, vendor staff will provide back-up staffing for sanitation, general safety, security, and water safety. (See Attached PWS) The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1) only one responsible source and no other supplies or services will satisfy agency needs as implemented by FAR 6.302-1. The Government intends to negotiate this requirement on a sole source basis with Gravatt Camp and Conference Center Aiken, SC. This notice of intent is not a request for competitive proposals however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement will close at 5 PM EST on 8 July 2022.
