This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and the most recent DFARS Publication Notice made effective April 28 2022. The NAICS code is 334220 and the Small Business Standard is 1250 (# of employees). The proposed contract is being solicited from Viasat, INC and will be awarded on a sole source basis. The NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office is issuing this combined synopsis/solicitation for the Joint Staff (JS) to procure Viasat Arms/Legs/Toes software license and support. The contract for this requirement will be for commercial off the shelf supplies and services for which the Government intends to solicit and negotiate with only Viasat, INC pursuant to the authority set forth at 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). The Government will not pay for information submitted in the response to this notice. The proposed contract will have a software license coverage period that includes a base and three option years, beginning 10 August 2022 through 9 August 2026 if all option periods are exercised. It is intended to award a sole source firm-fixed price contract. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a separate written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The software license and support specifications are listed below. Furthermore, it is intended to award a single contract as a result of this combined synopsis/solicitation with the following CLIN structure: CLIN 0001: QTY: 1 Each Viasat Training License (ARMS/LEGS/TOES) FLEXOR/TOES Enterprise License. The software license coverage period encompasses 10 August 2022- 9 August 2023. CLIN 0002: QTY: 1 Lot Viasat Hands-on Training Event Support. Not to exceed 56 hrs of Field Service Engineering support at Pope Army Air Field, NC. The Training Event dates shall be coordinated with the JID-TC and shall be scheduled during the software license coverage period. CLIN 1001: QTY: 1 Each Viasat Training License (ARMS/LEGS/TOES) FLEXOR/TOES Enterprise License. The software license coverage period encompasses 10 August 2023- 9 August 2024. CLIN 1002: QTY: 1 Lot Viasat Hands-on Training Event Support. Not to exceed 56 hrs of Fields Service Engineering support at Pope Army Air Field, NC. The Training Event dates shall be coordinated with the JID-TC and shall be scheduled during the software license coverage period.
