This is a COMBINED SYNOPSIS/SOLICITATION prepared in accordance with the information in FAR Part 5, FAR Part 12 Acquisition of Commercial Products and Commercial Services, and 48 CFR § 819.7007 Sole source awards to service-disabled veteran-owned small business concerns (SDVOSB). This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE), located at Contract Opportunities at SAM.gov. The RFQ number is N0018922QZ183. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Change Notice 20220428. The NAICS code is 541611 and the Small Business Standard is $16.5 million. NAVSUP FLC Norfolk Contract Department Philadelphia Office located at 700 Robbins Ave Building 2B Philadelphia PA intends to acquire administrative support services for the Drug and Alcohol Deterrence Program on behalf of OPNAV N17. The contractor shall provide services commensurate with supporting the NDAD’s programs and VCNO initiatives in tracking Navy substance abuse trends, maintaining and managing electronic Navy substance abuse prevention program data through use of Alcohol and Drug Management Information Tracking System (ADMITS) and Internet Forensic Toxicology Drug Laboratory System, and providing administrative and technical support in support of these functions. (See Attached PWS) The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of 48 CFR § 819.7007 Sole source awards to service-disabled veteran-owned small business concerns (SDVOSB). The Government intends to negotiate this requirement on a sole source basis with service-disabled veteran-owned small business concern, GTangible Corporation of Alexandria, VA. This notice of intent is not a request for competitive proposals however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency... A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
