The NAVSUP Fleet Logistics center (FLC) Norfolk, Philadelphia Office intends to solicit to IHS Global Inc. on a sole source basis for the procurement of annual licenses and subscriptions for single point access to web-based specifications, standards, directives, manuals and logistics information necessary for NAVSUP Weapons Systems Support (WSS) command to execute their mission requirements. This procurement is being processed as a Federal Supply Schedule (FSS) order pursuant to the statutory authority of 41, U.S.C. 251, as implemented by FAR 8.405-6(a)(1)(i)(B). The Government intends to solicit IHS Global Inc., as they are the only source known at this time that can meet NAVSUP WSS’s minimum requirement. IHS is uniquely capable of providing historical information for military/federal specifications, beyond data residing in any other known repository or commercial service, including the Government. IHS is the only known source with licensing agreements for all of the NAVSUP WSS required Standards Developing Organizations (SDO) documents, that can offer real-time access to said SDO documents and can offer single point access to all the required web-based products. A Firm Fixed Price FSS order will be issued. The following open market items will be included under this FSS order: 1. EWB Platform SW Sub 2. ASME-Stds and PTCs woDRM A/H/Online 3. SAE/AMS/AS/GV/MNL S Act/Online 4. IPC/Membership 5. Parts/Add Authorized Distributors 6. Parts Intelligence. 7. Parts Haystack Data Add-On The applicable North American Industry Classification System (NAICS) Code for this requirement is 511120. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Any responses to this synopsis should be sent to the attention of John Charambura at john.n.charambura.civ@us.navy.mil. These responses shall be received no later than 5:00 pm EST on 05 May 2022.
