Sources Sought Notice for NAVSUP Fleet Logistics Center, Philadelphia Office THIS REQUEST FOR INFORMATION IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies/services described herein prior to determining the method of acquisition. INCUBMENT: ServiceNow ANTICIPATED AWARD DATE: 12/18/2021 Contract Type – Firm Fixed Price (FFP) contract is anticipated. This requirement will be awarded based on lowest price technically acceptable evaluation criteria. Period of Performance – 19 December 2021 through 18 December 2022 with 2 one-year option periods ending 18 December 2024 if all options are exercised. Scope – The NAVSUP Fleet Logistics Center, Philadelphia Office is seeking sources to procure the ongoing sustainment of brand name E-Governance, Risk, Compliance (eGRC) licenses provided by ServiceNow. In order to ensure compatibility/conformity with existing systems and programs, it is the Government’s intention to procure ServiceNow eGRC licenses as fully and open in accordance with FAR 6.302-1, as only ServiceNow eGRC licenses meets the government’s requirements. Capability Statements: Prior to issuing a limited source solicitation, NAVSUP Fleet Logistics Center, Philadelphia Office is requesting information in order to make an informed determination regarding procurement strategy. Interested parties are invited to electronically submit capability statements, not to exceed 2 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. • Name of Company and address • Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB) • Points of contact, including: Name, title, phone, and e-mail address • CAGE Code and DUNS Number (1) Discussion of how your products will meet the requirements found in the attached specification list. (2) Demonstrate status as a ServiceNow authorized reseller/distributor/partner. Attachment I – Draft Specifications: Note: The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited. All information and data received in response to this sources sought marked or designated a corporate proprietary information will be fully protected and held in strict confidence. Note: No telephone responses will be accepted. No contractor response received after the advertised due date and time will be accepted. No exceptions to this receipt deadline will be granted under any circumstances. Responses must be received no later than 12:00pm EST (Philadelphia, PA) on 26 November 2021 by e-mail to Allison.m.Miller38.civ@us.navy.mil. The Government will not pay for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with proprietary legend received in response to this RFI to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
