Pursuant to the authority at FAR 12.603(c)(2): (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this is N0018922QShipFurniture and will be issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 (effective 01 May 2022). (iv) The Government intends to negotiate a competitive, firm-fixed-price (FFP) purchase order for supplies. The associated NAICS code is 332322 with a small business size standard of 500. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. (v) Line items are detailed as follows: LINE ITEM: 0001 DESCRIPTION: Desk Units EXTENDED DESCRIPTION: Desk units (Contractor shall remove six (6) existing desk units) the same size, shape and color as furniture catalog desk #B-5A-2, drawing S3209-633117. Desk shall have high-pressure laminate surface with gray wooden color and with front desk to have shelves on both sides. Secondary: All desks shall be secured for sea. Securing includes installing the desk to an existing bracket on the wall. Desks do not require welding into the floor. (Contractor shall provide images and or drawings of desks for supply officer’s approval prior to commencing work) QTY: 7 UNIT OF ISSUE: EA LINE ITEM: 0002 DESCRIPTION: Shelves and brackets EXTENDED DESCRIPTION: Binder Shelves the same size, shape and color as catalog item #B-6B-2 Type A drawing 805-1749061. Secondary: Binder shelves shall match the color of the desks and have the same sizes as the drawings provided on PDF. Additionally, binder shelves shall have brackets. (Contractor shall provide images and or drawings of binder shelves for supply officer’s approval prior to commencing work) QTY: 7 UNIT OF ISSUE: EA LINE ITEM: 0003 DESCRIPTION: Cabinets EXTENDED DESCRIPTION: 5-Drawer file cabinets almost the same size, shape and color as shipboard furniture catalog item #B-6A-10 Drawing 805-1638844. Exception to height is cabinets shall be 32 inches in height instead of 63 listed on B-6A-10 Drawing 805-1638844. Secondary: Units shall have high pressure laminate surface and match colors of desks. (Contractor shall provide images and or drawings of cabinets for supply officer’s approval prior to commencing work) QTY: 3 UNIT OF ISSUE: EA LINE ITEM: 0004 DESCRIPTION: Customer Service Desk EXTENDED DESCRIPTION: Customer service desk unit painted in accordance with ASTM F1178, color gray wood. Customer service desk is to have shelves to be accessible on either side. Secondary: Customer service desk shall be secured to the deck utilizing existing bolts and brackets where current customer service desk is located. Vendor shall secure new desk identical to existing desk. (Contractor shall provide images and or drawings of customer service desk for supply officer’s approval prior to commencing work). QTY: 1 UNIT OF ISSUE: EA LINE ITEM: 0005 DESCRIPTION: Cabinet EXTENDED DESCRIPTION: Cabinet the same size, shape and color as shipboard furniture catalog #B-6A-3, drawing 805-1749005 and to fit location as prescribed on the PDF. (Contractor shall provide images and or drawings of cabinet for supply officer’s approval prior to commencing work) QTY: 1 UNIT OF ISSUE: EA LINE ITEM: 0006 DESCRIPTION: PRC Deck EXTENDED DESCRIPTION: New PRC deck, which shall be coated in high durability deck coating in accordance with MIL-PRF-32584, Type 1 (ref. NSI 009-26, CH 3) to include 2 logos as shown in PDF. Secondary: PRC deck to be Navy blue with gold colored flakes. Both logos shall be 4 feet x 4 feet and logo with keys shall be grey in color. Color for Supply corps logo shall match PDF. QTY: 350 UNIT OF ISSUE: Square Feet LINE ITEM: 0007 DESCRIPTION: Supply Room Door Extended Description: Swing Door with emblem, 14 inch x 14 inch colored the same as on the PDF. QTY: 1 UNIT OF ISSUE: EA (vi) This requirement is for shipboard furniture in support of USS Mahan. (vii) The required delivery date (RDD) is: 30 September 2022. The PLACE OF PERFORMANCE is: Pier 1 berth 5, Marine Hydraulics International (MHI), 1215 Warrington Ave Norfolk, VA 23507. FOB Destination will be used. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and is included in the attached "Clauses and Provisions", Attachment 1. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items will be used and is included as Attachment 1. The vendor’s proposed price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106. (x) The provision at FAR 52.212-3 – ALT I, Offeror Representations and Certifications - Commercial Items applies to this acquisition and must be completed with any quote. It is included as Attachment 1. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and is included as Attachment 1.
